From a safety perspective, non-motor vehicles are restricted from entering highways to avoid dangerous situations such as collisions with high-speed motor vehicles. For example, in California, electric bicycles are clearly prohibited from traveling on highways.

The speed of electric bicycles is relatively slower than that of motor vehicles. Even for faster electric bicycles, their maximum speeds are usually much lower than the minimum speed limits on highways. The minimum speed limit for motor vehicles on highways is generally around 40 – 50 miles per hour (about 64 – 80 kilometers per hour), while the maximum speed of most electric bicycles is between 20 – 28 miles per hour (about 32 – 45 kilometers per hour). Such a speed difference will seriously disrupt the traffic flow and safety on highways.

Compared with motor vehicles, the safety facilities of electric bicycles are relatively weak. Motor vehicles on highways are usually equipped with a series of safety devices such as airbags and anti-collision steel beams, while electric bicycles do not have these devices. Moreover, electric bicycle riders usually only wear basic protective gear such as helmets. In the event of an accident on the highway, the risks faced by riders will increase significantly, and their protective gear can hardly withstand the huge impact brought by collisions with motor vehicles on the highway.
